On the Line was established more than 55 years ago by a passionate man, Dr Cunningham Dax, who was deeply concerned about mental health in Australia. In the 1960s he set up Personal Emergency Services Australia in Victoria offering a confidential and anonymous telephone counselling service for people in crisis who were hesitant to seek face-to-face counselling or were unsure where to turn for help.
Since then, On the Line has evolved to become a leading telephone, online-chat and video counselling provider with a reputation for quality and integrity delivering professional support to thousands of Australians each year.

The Board of directors is the governing body of the Company and The Board and Committee Charter provides the corporate governance framework within which the Board operates. It also provides guidance to On the Line's stakeholders that the Board has implemented robust governance processes.

Kim O'Neill leads On the Line in an exciting new chapter, developing the organisation into a sustainable social enterprise to ensure more Australians have access to professional counselling support 24/7 whenever they need it – regardless of geography or circumstance.
Kim is an accomplished leader with a track record in developing new and innovative services. She has a strong understanding of online service delivery and the importance of capturing and using qualitative and quantitative data to influence business and service delivery models.
Kim brings to On the Line over 20 years' experience in the not-for-profit sector at executive and senior leadership levels.
